Job summary

The State of South Carolina's Department of Transportation seeks a Network Reduction Manager to lead the Highway Devolution Program, steering transfer of eligible routes to local governments and other entities.

You will develop and maintain stakeholder relationships, coordinate devolution activities, oversee non-essential highway inventory, and guide the transfer process from evaluation through execution, ensuring compliance with policies.

Qualifications

• A bachelor's degree and five (5) years of relevant program management experience; or an approved acceptable equivalence.

Responsibilities

• Administers the Department's Highway Devolution Program and facilitates the transfer of eligible non-essential state highway routes to local governments and other qualified entitles.
• Manages Non-Essential Highway Inventory and coordinates with Engineering, Planning, and Finance to identify non-essential routes.
• Liaison to Local Governments and relevant agencies to expedite road transfers.
• Market Network Reduction by evaluating inventory and presenting opportunities to associations and organizations.
• Develops and administers incentive programs to encourage transfer of ownership of non-essential highways.
