Job summary

The South Carolina Department of Transportation is seeking a Network Reduction Manager to lead the Highway Devolution Program. Job Responsibilities

Serves as the SCDOT Network Reduction Manager and is responsible for administering the Department's Highway Devolution Program. This position will support SCDOT's strategic objective of reducing the size of the State Highway System by facilitating the transfer of eligible non-essential state highway routes to local governments and other qualified entitles. Develops and maintains collaborative relationships with stakeholders, coordinates internal and external activities associated with devolution efforts, and guides the transfer process from initial evaluation through final execution.

• Manages Non-Essential Highway Inventory: Partners with the Engineering, Planning, and Finance Divisions, in the oversight of the identification of non-essential state highways in accordance with established SCDOT, state and federal policies and shall maintain the inventory through periodic updates as route classifications, conditions, or land-use changes on corridors.
• Liaison to Local Governments: Serves as the Agency's liaison with local governments and other eligible entitles interested in assuming state highways. Coordinates with relevant functions in Engineering, Planning, and Finance to expedite the consideration of roads requested for network reduction.
• Market Network Reduction: Assesses and evaluates the non-essential state highway inventory for possible candidates for network reduction. Presents opportunities for network reduction to relevant associations and organizations.
• Develop and Administer Incentive Programs: Develops and manages incentive programs to encourage local governments and other interested parties to assume ownership of non-essential state highways. Administers incentive programs established in law and state budget, as well as identifying means within existing SCDOT authority to reduce size of state highway system. Performs other related duties as assigned.

Minimum And Additional Requirements

A bachelor's degree and five (5) years of relevant program management experience; or an approved acceptable equivalence.

The physical demands for the essential functions of this position include sitting or standing at a desk for extended periods and working on a computer. May be required to lift up to 30 lbs. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies.
