Job summary

U.S. Immigration and Customs Enforcement (ICE) is seeking an Acquisition Program Manager to oversee health care technology acquisitions, guiding requirements development, market research, cost estimation, and planning through initial contracting readiness.

The role engages cybersecurity, privacy, and technical staff to ensure compliant, measurable performance standards. The position emphasizes coordination across stakeholders, documentation control, and adherence to acquisition planning

Qualifications

• Knowledge of the Federal acquisition lifecycle and the roles of contracting officers, requirement owners, program officials, technical staff, and other stakeholders.
• Knowledge of acquisition-planning practices, including market research, requirements development, independent cost estimating, and performance work statement development.
• Ability to manage multiple acquisition requirements concurrently while maintaining accurate status information, dependencies, milestones, and supporting documentation.
• Ability to collaborate with interdisciplinary teams to reconcile operational needs with acquisition requirements and to communicate status, risks, and recommendations clearly.

Responsibilities

• Serves as the primary contact for an assigned portfolio of health care technology acquisitions from requirements intake to readiness for referral to contracting. Plans, organizes, and manages acquisition planning for multiple requirements at different stages.
• Conducts and documents market research to support recommended acquisition approaches; engages vendors, coordinates demonstrations, evaluates products, and prepares findings for review by program officials.
• Translates operational needs into measurable requirements; develops and reviews performance work statements, independent government cost estimates, requirements documentation, and other planning materials.
• Develops and maintains milestone schedules; tracks status, dependencies, risks, and actions; identifies schedule slippage and reports issues to the APO Supervisory Lead and stakeholders.
• Coordinates with Cybersecurity Compliance Office, privacy officials, technical staff, and other experts to ensure cybersecurity, privacy, authorization, and health IT requirements are incorporated in planning.
• Structures requirements and performance expectations to enable government verification; develops measurable performance standards and acceptance criteria.
• Responds to Contracting Officer questions and maintains complete, protected acquisition-planning records and documentation.
• Participates in meetings and reviews with internal and external stakeholders to communicate status and resolve issues.
• Identifies opportunities to improve acquisition-planning processes, documentation, tracking, and coordination; recommends and implements approved improvements.
• Performs other duties as assigned.
