Red Cedar Consultancy, LLC, a fast-growing federal government IT contractor, seeks a Portfolio Manager in McLean, VA. The role focuses on business development, capture management, and IDIQ/MAC/BPA task order management for DHS and Defense Agencies.

The ideal candidate will build the pipeline, shape opportunities, and lead capture efforts while collaborating with senior leadership, Account Managers, and the Proposal team. U.S. citizenship and security-focused experience preferred.

Qualifications

• US Citizenship required.
• Bachelor’s degree in business, economics, political science, or related field; advanced degree preferred.
• 3–5 years of BD and Capture Management experience.
• Experience in Government IT, cyber, AI/ML, GIS, or data analytics solutions/services.
• Strong understanding of Federal acquisition processes and FAR requirements.
• Self-starter with attention to detail and strong organizational skills.
• Experience using GovWin IQ, HigherGov, and CRM tools.

Responsibilities

• Pursue and qualify opportunities in the DHS/Defense Agencies market; lead capture to secure contracts and growth.
• Shape opportunities and define strategy; build and maintain pipeline; coordinate with partners and customers.
• Lead customer prospecting, coordinate with SVP Growth, Account Managers, and Proposal team; maintain records and present opportunities.
• Develop business strategy and capture plans; assist with proposals and marketing materials.
• Maintain knowledge of solutions to meet client requirements; participate in events and forecast pipeline; educate clients on services.
• Collaborate with Proposal Management to convert intel into win themes and ensure BD/Proposal alignment.
