Job summary

The City of Indianapolis is seeking a grants program manager to plan, develop and manage federal housing and community development grant programs (CDBG, HOME, ESG, HOPWA, CoC, and the Indianapolis Housing Trust Fund).

The role works with DMD divisions, city departments and external partners to implement projects that assist low/moderate income households, monitor funds, and prepare plans and performance reports while ensuring compliance with federal regulations.

Qualifications

• Bachelor's degree in Public Administration, Planning, or related field from an accredited college or university; minimum of two years of work experience in community development/grant administration.
• Ability to collaborate with neighborhood organizations and not-for-profits is essential; strong communication skills are critical.

Responsibilities

• Plans, develops and implements the City's annual application processes to award and distribute federal funds.
• Assists in developing the Consolidated Plan, Annual Action Plan, and CAPER reports.
• Monitors grant fund expenditures and ensures compliance with federal regulations and reporting requirements.
• Trains staff and project sponsors on policies and federal regulations; negotiates and manages contracts with funded organizations.
• Maintains relationships with federal/state offices and external partners; coordinates on-site monitoring and performance reporting.
