Job summary

The City of Indianapolis & Marion County is seeking a qualified professional to plan, develop, and manage federal HUD grant programs including CDBG, HOME, ESG, HOPWA, CoC, and the Indianapolis Housing Trust Fund. The role partners with DMD divisions, city departments, and external agencies to deliver housing, economic development, and neighborhood revitalization.

Responsibilities include administering annual grant applications, supporting the Consolidated Plan and Annual Action Plan,

Qualifications

  • Bachelor's degree required with two years in grant administration or related field.
  • Excellent speaking, writing, and listening skills.
  • Collaborate with neighborhood organizations and not-for-profits is essential.
  • Knowledge of city government operations and regional development is a must.
  • Ability to manage multiple projects and build strong teams.

Responsibilities

  • Plans, develops and implements the City's annual application process to award federal funds.
  • Assists in developing the Consolidated Plan and Annual Action Plan.
  • Supports the Consolidated Annual Performance and Evaluation Report process.
  • Trains staff and project sponsors on policies and federal requirements.
  • Monitors reports and ensures compliance with regulations.
  • Oversees grant fund expenditures and conducts on-site monitoring visits.
  • Establishes relationships with federal/state offices and funded organizations.

Job Summary

Position responsible for the planning, development and management of assigned federal grant programs that the City receives from the United States Department of Housing and Urban Development. Division of Community Investments grants include the Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), Housing for Persons with HIV/AIDS (HOPWA), Continuum of Care (CoC), and the Indianapolis Housing Trust Fund. Works in collaboration with other DMD divisions, city departments, and outside agencies to implement projects and programs that assist low/moderate income households, promote economic development, develop affordable housing opportunities, provide housing and services to Indianapolis' homeless population, and contribute to Indianapolis neighborhood revitalization and community development.

Responsibilities


  • Plans, develops and implements the City's annual application process(es) to award and distribute federal funds to the public.

  • Assists in the development of the Consolidated Plan, a document that assesses housing and community development needs, identifies priorities, and sets forth a strategy and goals to meet needs and priorities.

  • Assists in the development of the Annual Action Plan, an annual update to the Consolidated Plan that specifically identifies how funds will be invested to implement the goals and strategies in the Consolidated Plan.

  • Assists in the development of the Consolidated Annual Performance and Evaluation Report, a comprehensive report on the City's progress towards the goals and strategies identified in the Consolidated Plan, as well as the City's ability to comply with federal regulations. This report is submitted to the United States Department of Housing and Urban Development annually.

  • Trains direct reports on City policies and procedures and federal regulations and requirements.

  • Monitors the completion of other required reports, such as Federal Cash Transaction reports, MBE/WBE reports, and Annual Performance Reports.

  • Plans, develops, and facilitates training sessions/webinars for project sponsors who receive grant awards from the City of Indianapolis.

  • Develops policies and procedures for the City and its project sponsors utilizing federal funds.

  • Negotiates and approves contractual agreements between City of Indianapolis and organizations receiving federal housing and community development grant funds.

  • Monitors grant fund expenditures at the contract level.

  • Oversees and performs on-site monitoring visits with organizations receiving federal housing and community development funds.

  • Provides appropriate feedback to organizations that are monitored.

  • Ensures ongoing compliance with federal regulations, guidelines, and policies.

  • Establishes and maintains strong relationships with federal/state government offices and organizations that receive funding.

Qualifications


  • Bachelor's degree in Public Administration, Planning, or Business Administration or Management or related field from an accredited college or university, with a minimum of two (2) years of work experience in community development/grant administration. An equivalent combination of education and experience may be substituted.

  • Collaborate with neighborhood organizations and not-for-profits is essential.

  • Excellent speaking, writing, and listening skills are crucial.

  • Knowledge of city government's inter-workings and the region's development and not-for-profit community, or the ability to acquire such knowledge quickly, is a must for this position.

  • The ability to build a strong team to accomplish team's mission is critical.

  • Must establish and maintain effective working relationships with a full range of elected and appointed officials, city colleagues, community leaders, private contractors, business owners, and not-for-profit boards and directors.

  • Ability to manage several projects simultaneously is required.

  • Must be able to attend meetings or perform work outside of the office.

  • Computer literacy is required.



Work Location & Hours

Work is conducted in a standard office environment. Some business meetings out of the office and community meetings during the evening are required.
