Job summary

KBR is seeking a Project Manager, Permit & Communications Lead for a GMP manufacturing program in the Greater Richmond, VA area. You will lead permitting governance, regulatory engagement, and stakeholder management to support project execution and compliance across all phases.

As a senior PMC/Owner's Representative, you will coordinate with regulatory agencies, clients, and external advisors, directing communications, risk management, and readiness activities for startup and operations.

Qualifications

• Bachelor’s degree in Engineering, Environmental Science, or related field.
• Minimum 10 years delivering permitting and stakeholder engagement on major capital projects.
• Experience leading regulatory affairs, environmental compliance, and communications teams.

Responsibilities

• Lead permitting, regulatory engagement, stakeholder management, and communications strategy for all project phases.
• Interface with regulators, local authorities, community groups, utilities, and the Client.
• Oversee permits, licenses, and environmental authorizations and ensure timely approvals.
• Establish governance and reporting for permitting progress and compliance.
