Job summary

Meta's Network Investments team seeks an experienced Network Development Manager to own the commercial development and delivery of fiber capacity across North America. You will lead provider engagements and negotiations end-to-end, and own delivery outcomes for a portfolio of routes, setting strategy with cross-functional teams.

You will mentor newer NDMs and drive alignment with Planning, Finance, Legal, Sourcing, and Data Center groups.

Qualifications

• Bachelor’s degree in a technical field or equivalent practical experience.
• 5+ years in network development, telecom, or fiber infrastructure.
• Experience owning vendor/provider relationships and commercial outcomes.
• Demonstrated experience leading commercial negotiations from strategy through execution.
• Knowledge of fiber optic concepts, route design, and delivery lifecycle.
• Experience leading cross-functional programs with engineering, finance, legal, and sourcing.
• Experience communicating status, risk, and recommendations to leadership.
• Experience with data analysis, spreadsheets, and building business cases.
• Bachelor’s degree in Business, Engineering, Telecommunications, or related field (or equivalent).

Responsibilities

• Own strategic relationships with a portfolio of providers and manage performance.
• Lead identification and evaluation of new fiber routes and capacity solutions.
• Define requirements with Planning and Engineering; advise on build-vs-buy decisions.
• Lead commercial negotiations for IRU agreements and fiber leases through execution.
• Coordinate alignment across NIE, Planning, Finance, Legal, Sourcing, and Data Centers.
• Resolve cross-team conflicts and ensure clean handoffs from development to delivery.
• Maintain delivery accountability against milestones and SLAs.
• Mitigate risks with providers and internal partners.
• Define reporting standards for leadership visibility on delivery and provider performance.
• Ensure network data integrity in internal tools.
• Lead process improvements and mentor junior team members.
• Influence multi-year regional capacity strategy with Planning and Finance.
