Job summary

Meta's Network Investments team manages the strategic planning, commercial development, and delivery of fiber network capacity across North America. The Network Development Manager will own engagements with providers, drive complex route development, and lead commercial negotiations end to end while mentoring junior staff.

You will partner with planning, finance, legal, sourcing, and data-center teams to align on strategy and delivery milestones, ensuring data integrity and timely handoffs

Qualifications

• Own vendor/provider relationships and commercial outcomes.
• Identify and evaluate new fiber routes and capacity solutions.
• Define requirements with Planning and Engineering; make build-vs-buy guidance.
• Lead commercial negotiations for IRU and dark fiber agreements through execution.
• Drive alignment across NIE, Planning, Finance, Legal, Sourcing and Data Center teams.
• Own delivery accountability against milestones and SLAs.
• Develop reporting standards for leadership visibility into delivery status.
• Mentor less-experienced NDMs and share best practices.

Responsibilities

• Own strategic relationships with telecom providers, including performance management and escalation ownership.
• Lead identification and evaluation of new fiber routes and capacity solutions.
• Define requirements with Network Planning and Engineering and provide build-vs-buy guidance.
• Lead commercial negotiations for IRU, dark fiber leases, and related contracts end to end.
• Drive cross-functional alignment across engineering, planning, finance, legal, sourcing, and data centers.
• Resolve cross-team conflicts and ensure clean handoffs from development to implementation.
• Ensure delivery against contractual milestones and SLAs for the portfolio.
• Proactively mitigate risk with providers and internal partners.
• Define reporting and tracking standards for leadership visibility.
• Maintain data integrity in internal tools and systems.
• Lead process and tooling improvements; mentor and onboard new NDMs.
• Influence multi-year regional capacity strategy with Planning and Finance.
