Job summary

Piedmont Global in Arlington, VA is seeking an experienced Proposal Manager to lead the full proposal development cycle across federal, state, local government, education, healthcare, and commercial opportunities. You will define the strategy, coordinate writers and SMEs, manage pricing, and ensure compliant, submission-ready documents for platforms such as SAM.gov and NASPO ValuePoint.

Qualifications

• Bachelor’s degree in Business, Communications, English, or a related field.
• 7–10 years of proposal management experience with end-to-end ownership.
• Direct experience managing federal proposals, including FAR-based solicitations.
• Experience with SLED procurement (state/local, education).
• Ability to define proposal approach and win themes leveraging federal evaluation knowledge.
• Knowledge of proposal pricing structures and competitive positioning.
• Experience coordinating teaming partners.
• Proficiency in Microsoft Office, especially Word formatting.

Responsibilities

• Manage the full proposal lifecycle from RFP receipt to submission and debrief.
• Analyze RFP requirements, evaluation criteria, and compliance obligations.
• Develop proposal schedule, compliance matrix, and assign sections.
• Lead kick-off, mid-proposal check-ins, and color team reviews.
• Ensure content compliance and alignment with the defined approach.
• Prepare submission-ready documents and submit via platforms like SAM.gov.
• Manage multiple concurrent proposals without quality loss.
• Capture lessons learned from post-submission debriefs.
