Job summary

Expression Networks is seeking an experienced Senior Contracts Manager in Washington, DC to own the contracts function across the full lifecycle—from opportunity pursuit and proposal support to award, administration, and closeout. You will collaborate with Business Development, Finance, Program Management, Security, and Legal Counsel.

Qualifications

• Bachelor’s degree in Business, Accounting, Finance, Contract Management, or a related field.
• At least five years of progressively responsible experience in federal contracts and subcontracts management.
• Experience independently managing a portfolio of contracts and advising internal stakeholders on contractual matters.
• Experience in a small business environment with broad ownership.
• Experience drafting, reviewing, and negotiating NDAs, teaming agreements, and subcontracts.
• Experience with FAR/DFARS and subcontract flow-down requirements.
• Ability to translate contractual requirements into clear guidance and escalate when needed.
• Strong negotiation, writing, analytical, organizational, and stakeholder-management skills.
• Proficiency with Microsoft Office (Word and Excel).
• Active Secret clearance or ability to obtain/maintain DoD Secret clearance.

Responsibilities

• Serve as the primary point of contact for contractual matters with government customers and internal stakeholders.
• Manage federal prime contracts and subcontracts through their lifecycle, including awards, modifications, options, and closeout.
• Draft, review, and negotiate contracts and subcontracts in coordination with legal counsel.
• Identify risks and mitigation strategies related to contracts and funding.
• Lead negotiations within approved parameters and obtain necessary sign-offs.
• Track deliverables, funding, periods of performance, and regulatory deadlines.
• Coordinate with Finance and Program Management on interpretation, scope changes, and billing requirements.
• Support resolution of disputes and claims alongside leadership and legal counsel.
• Administer subcontract task orders, modifications, and documentation; assist with inspections/acceptance.
• Maintain subcontract compliance submissions to prime contractors and tracking records.
• Review monthly subcontractor reports and invoices for accuracy and compliance.
• Coordinate prime contract DD254s and subcontractor DD254s with the FSO.
• Obtain and submit insurance certificates as required under prime contracts.
