Job summary

PotomacWave is seeking an experienced Federal Business Development leader to drive identification, qualification, pursuit, and capture of strategic federal opportunities through proposal submission.

You will manage multiple concurrent captures, align with pricing, contracts, and proposal teams, and build relationships with key federal decision-makers while shaping future offerings based on market demand.

Qualifications

• Bachelor's degree required with 5+ years of federal business development or capture management experience.
• Proven track record leading competitive federal captures through proposal submission.
• Established Government and Industry relationships within targeted market sectors.
• Strong understanding of FAR/DFARS and federal acquisition processes.
• Experience developing capture plans, teaming strategies, customer engagement plans, and solution approaches.

Responsibilities

• Lead identification, qualification, pursuit, and capture of strategic federal opportunities from early market awareness through proposal submission.
• Meet or exceed portfolio revenue targets through active management of multiple capture efforts and pipeline growth.
• Develop and execute capture strategies, customer engagement plans, competitive assessments, win themes, discriminators, and pursuit schedules.
• Identify target-rich market sectors while shaping future service offerings based on market demand.
• Build relationships with federal executives, program managers, contracting officers, industry partners, and key decision-makers.
• Conduct market research, acquisition intelligence, competitive analysis, and opportunity shaping before solicitation release.
• Build and negotiate strategic teaming agreements with large and small business partners; evaluate access, past performance, and workshare.
• Partner with technical leaders, pricing, recruiting, contracts, operations, and proposal teams to develop differentiated and executable solutions.
• Support proposal development through executive summaries, win themes, technical approaches, staffing strategies, and solution reviews.
• Represent PotomacWave at conferences, customer meetings, and industry forums; maintain accurate opportunity information in CRM and SharePoint.
