Job summary

The City of Muskegon is seeking a senior human resources leader to serve as Civil Service Director and Director of Human Resources. You will coordinate and oversee recruitment, testing, and certification processes and advise the city’s leadership on personnel matters.

Under general administrative direction, you will plan and direct daily HR operations, manage staff and contractors, and help shape policy, practice, and implementation across departments.

Qualifications

• Bachelor's degree in a related field required.
• Minimum five years of progressively responsible HR leadership, supervisory and administrative experience with a strong focus on labor relations.
• Master's degree or SHRM certification or ability to obtain within one year of hire.

Responsibilities

• Coordinate and manage human resource services for the City of Muskegon and the Civil Service Commission.
• Oversee recruitment, testing and selection procedures used in hiring City employees.
• Serve as the Civil Service Director and advise senior leadership on personnel matters.
• Plan, organize and direct day-to-day HR operations and policies across departments.
