Job summary

The City of Syracuse seeks a Director of Human Resources to lead the Office of Human Resources and Labor Relations in support of a large, unionized, public-sector workforce.

This role calls for a public-sector HR leader who can strengthen day-to-day operations, support effective labor and employee relations, enhance service delivery to departments and employees, advance process modernization, and guide a consistent, compliant, and responsive HR function within the realities of city government,

Qualifications

• Bachelor's degree in HR, business, or related field.
• Master's degree considered an asset.
• Experience in municipal or union environments preferred.

Responsibilities

• Oversee personnel administration, labor relations, recruiting, benefits, leave, investigations, and policy implementation.
• Improve process controls, ensure timely, accurate service delivery, and documentation.
• Lead labor relations in a heavily unionized environment with contract interpretation and bargaining support.
• Provide guidance to supervisors on policy, investigations, and accommodation issues.
• Oversee civil-service processes, hiring workflows, and classification/navigation requirements.
• Drive HRIS/ATS modernization and use metrics to improve performance.
