Job summary

The City of Portland's Housing and Economic Development Department seeks a Director to lead housing production and preservation, community development, and economic vitality. As a member of the City Manager’s leadership team, you will set strategic direction, manage staff, and advise elected officials on policy matters.

You will build partnerships with developers, nonprofits, and business leaders; oversee budgets and grant programs; and guide implementation of housing and economic development

Qualifications

• Bachelor’s degree with specialization in public administration or economic development and seven years of executive experience.
• Thorough knowledge of housing policy, economic development practices, community development, workforce development, municipal government, and public administration.
• Knowledge of the real estate market, law and practices pertaining to real estate development, and business financing.
• Excellent verbal and written communication skills, public speaking and presentation skills.
• Demonstrated ability to develop, initiate, and implement policy and programs in partnership with elected officials, internal colleagues, and private-sector partners.
• Demonstrated ability to establish and maintain effective working relationships with business owners, private-sector executives, representatives of other agencies, the general public, state and federal officials and municipal employees.

Responsibilities

• Lead and provide strategic direction for the Housing and Economic Development Department.
• Establish department goals, priorities, and performance expectations.
• Build partnerships with neighborhood organizations, nonprofit agencies, developers, business organizations, educational institutions, and government partners.
• Direct administration of housing and economic development programs and budgets.
• Represent the City in local and regional boards and collaborative initiatives.
