Qualifications

• Experience in university finance and capital construction budgeting.
• Ability to analyze complex information and produce reports.
• Knowledge of state and institutional capital policies and regulations.
• Advanced budgeting and financial analysis expertise.
• Proficiency with financial software and automated systems.
• Excellent interpersonal and written communication skills.

Responsibilities

• Manage capital project financial planning and oversight for a portfolio over $600M.
• Collaborate with departments to ensure funds align with objectives and funding requirements.
• Develop financial models and analyses for feasibility, funding strategies and long-term impact.
• Lead treasury planning for capital activities including cash flow forecasting.
• Oversee debt issuance and regulatory compliance for capital financing.
• Review and approve capital transactions within budgeting systems.
• Provide strategic financial analysis and scenario planning for leadership.
• Support multi-year forecasting and annual budgeting.
• Advise senior leadership on resource allocation and risk management.
