Job summary

William & Mary seeks an Associate Director to oversee capital budgeting and university-wide FP&A. The role manages the capital outlay budget, debt financing for projects, and the HEETF program, while driving strategic financial planning and analysis.

This leadership position partners with senior leadership to align financial strategies with institutional priorities, develop tools and models, and guide resource allocation across the university.

Qualifications

• Experience in university finance and budget with capital construction budgeting.
• Strong analytical skills to produce reports in various formats.
• Ability to interpret legislative requirements and policies for capital projects.
• Expertise in budgeting and advanced financial analysis.
• Proficiency with automated financial systems and ERP tools.
• Excellent interpersonal oral and written communication abilities.

Responsibilities

• Lead financial planning and oversight for a large portfolio of capital projects (> $600M, >200 projects).
• Collaborate with departments to ensure funds align with objectives and funding rules.
• Develop models and analyses for feasibility, funding strategies, and long-term impact.
• Lead treasury planning: cash flow forecasting, liquidity, and bond proceeds.
• Oversee capital financing activities, debt issuance, and regulatory compliance.
• Provide strategic financial analysis and decision support via forecasting and scenario planning.
• Support multi-year forecasting and annual budgeting for institutional planning.
• Advise senior leadership with insights to guide resource allocation and risk management.
