Job summary

Minnehaha County in Sioux Falls, SD, seeks a Commission Administrative Officer to advise and support the Board of County Commissioners in leadership and administration of county government. This full-time role leads a team of department heads and influences 700+ staff across 17 departments.

The incumbent will serve at the pleasure of the Board, drive strategic planning, and ensure policies and programs are implemented with excellence.

Qualifications

• Bachelor's degree in public administration, business, or closely related field.
• Seven years of increasingly responsible experience in public administration or related field.
• Ability to develop and negotiate collaborative relationships with local, regional, and national stakeholders.
• MBA or JD preferred; transformational leadership and continuous improvement mindset.

Responsibilities

• Advise and support a five-member Board of County Commissioners in leadership of County government.
• Coordinate short and long-range planning for County operations.
• Collaborate with department heads and partners to implement policies and programs.
• Develop relationships with legislators and prepare legislation for consideration.
• Represent the Commissioners at meetings with other government entities and in labor relations.
• Oversee budget preparation, hearings, and ordinances for the Commission agenda.
• Supervise Office staff including hiring, training, and performance management.
