Job summary

The Arc of Chester County is seeking a Chief Operations Officer to lead administrative and program operations from our West Chester, PA office. You will oversee HR, facilities, IT, fleet, and budgeting while partnering with the CEO and Board to strengthen service delivery and compliance.

Ideal candidates have extensive nonprofit leadership experience, a bachelor's degree, and a proven ability to drive efficiency, growth, and organizational change in a mission-driven setting.

Qualifications

• A minimum of a bachelor’s degree, with experience in nonprofit organization, program and fiscal operations.
• Substantial experience overseeing HR strategy and functions, including employee relations, recruiting, retention, workforce planning, compensation, performance management.
• Evidence of successful track record of improving productivity and service quality, redesigning processes, managing organizational change, and building scalable operating systems.
• A minimum of ten (10) years of related experience and/or training, or equivalent combination of education and experience.

Responsibilities

• Oversee daily operations of agency facilities, IT, fleet and HR.
• Lead recruitment, onboarding, retention, and succession planning.
• Collaborate with executive leadership to meet agency goals and ensure compliance.
• Develop and implement policies, plans and procedures to improve operations.
• Present periodic performance reports to the CEO and Board.
• Support strategic operational and program planning with the CEO.
