Qualifications

• Bachelor's Degree in business administration, finance, or a related discipline.
• 6 years of contract administration, contract management, contract development, or related experience.
• Relevant experience may substitute for education on a year-for-year basis.
• Valid driver’s license; ability to drive a state vehicle.
• TX Contract Mgr (CTCM) certification.

Responsibilities

• Oversees and manages policy for advanced and complex contract duties for high-dollar contracts.
• Oversees execution and administration of contracts, defining requirements and ensuring policy compliance.
• Monitors progress, expenditures, allocations, and inspects final results.
• Acts as the primary contact for contracts and related issues.
• Interacts with governmental officials and private entities; self-supervising and accountable for work product.
• Collaborates with procurement, legal, and management on legal matters and contract reviews.
• Develops short- and long-term strategies for administration of assigned contracts.
• Monitors contract performance, billings, and eligibility for compliance; suggests cancellations when needed.
• Negotiates renewals and amendments; prepares complex contracts and related documents.
• Maintains data, reports, files, and procurement documents including revisions.
• Conducts program outcome studies and identifies cost savings.
• Audits payment invoices for completeness and compliance.
