Job summary

SD Solutions, LLC is seeking a Communications Strategist and Organizational Change Management Journeyman to lead strategic communications, stakeholder engagement, and change initiatives for USCIS BPIMSS programs. The role focuses on shaping communications, adoption, and training around new processes, policies, and technologies.

You will develop messaging, coordinate across leadership and operations, and apply Prosci, Agile, Lean, and SAFe practices to drive adoption while ensuring Plain Language

Qualifications

• Minimum seven years in communications, change-management, or stakeholder engagement for federal programs.
• Direct USCIS experience required.
• Experience creating executive-level communications and messaging.
• Strong ability to engage stakeholders and manage organizational change.
• Proficient writing, editing, presentation, and facilitation skills.

Responsibilities

• Develop and run strategic communications plans aligned with USCIS priorities.
• Create stakeholder analyses, segmentation, messages, and channels.
• Design organizational-change-management and adoption strategies.
• Perform change-impact and readiness assessments.
• Support new processes, policies, systems, and technologies deployment.
• Craft executive briefings, talking points, newsletters, infographics, and training materials.
• Facilitate stakeholder sessions, town halls, and training events.
• Apply PROSCI, Agile, Lean, and SAFe change-management practices.
• Measure adoption and sentiment via surveys and retrospectives.
• Address resistance and improve organizational adoption.
• Coordinate communications across multiple stakeholders and teams.
• Ensure Plain Language and 508 compliance in all materials.
• Produce engaging communications using Adobe Suite and related tools.
