Job summary

City of Midlothian is seeking a procurement professional to oversee purchasing of goods, services, and equipment for city departments. You will ensure compliance with bid laws, prepare contracts, and coordinate renewals while exploring cooperative purchasing opportunities.

The role requires advanced knowledge of purchasing regulations, strong vendor relations, and experience in municipal procurement operations.

Qualifications

• Associate’s Degree required; Bachelor’s preferred.
• Minimum of three years purchasing experience, including one year municipal procurement buying.
• Any equivalent combination of education and experience will be considered.

Responsibilities

• Advise departments on the purchasing of supplies, materials, services, and equipment.
• Locate or promote possible new sources of supply.
• Review procurement requests and bids for compliance with laws and policies.
• Prepare and review contracts, renewals, and amendments for routine and complex projects.
• Coordinate contract award memos and financial worksheets.
• Conduct training on purchasing laws, policies, and procedures.
• Administer the Procurement Card Program and purchasing card audits.
• Respond to and resolve inquiries and complaints.
