Job summary

City of Lawrence is seeking a Buyer in the Finance Department to execute and coordinate municipal procurement, ensuring compliant, efficient purchasing of materials, equipment, and services. The role manages formal solicitations, PO compliance, contracts, and vendor relationships, supporting the full procurement lifecycle with a focus on transparency and responsible stewardship of City resources.

Qualifications

• Bachelor0s degree in accounting, Business Management, Public Administration, or Supply Chain.
• 5 years of progressively responsible procurement experience in centralized purchasing, municipal setting preferred.
• CPPB certification required by hire or within 24 months from the date of hire.
• Valid driver0s license and ability to pass background, physical, and drug screens.

Responsibilities

• Reviews requisitions for purchase orders and contract entries and change orders to ensure compliance with codes and policies.
• Develops, edits, and issues competitive bids and solicitations with departments and subject matter experts; participates in pre-bid meetings; prepares bid tabulations and evaluation matrices; supports award recommendations.
• Monitors and manages City0s eBidding portal, purchasing email, eProcurement sites, and vendor marketplace registrations.
• Researches and analyzes market data, sources, and trends to ensure adequacy of specification and identifies new sources of supply.
• Researches and provides guidance on the use of local, state, and regional cooperative contracts.
• Review and research of sole source procurement submittals from departments.
