Job summary

The City of Burlington is seeking a Capital Program Director to oversee the Capital Program within the Department of Finance and Administration. You will coordinate with the Capital Committee, develop a 5-year General Fund Capital Plan, manage the annual capital budget, and publish policies for implementation.

Responsibilities include budgeting, funding coordination, stakeholder engagement, and project delivery, with a remote tier 2 option allowing up to one remote day per week.

Qualifications

• Bachelor’s degree in Construction Management, Facilities Management, Business Administration, Public Administration or related field.
• Minimum five years of relevant experience in facilities and construction project management.
• Leadership skills and ability to collaborate with department heads and project managers.
• Executive decision‑making skills.
• Knowledge of sustainable design and environmental practices preferred.
• Working knowledge of zoning and life safety code requirements.
• Strong IT skills including Microsoft Office; familiarity with AutoCAD, GIS, Adobe Suite.

Responsibilities

• Capital Planning & Budgeting: develop a 5-year General Fund Capital Plan and annual Budget for Mayor and Burlington City Council.
• Capital Funding: coordinate funding resources and advocate for voter approval for the Capital Plan.
• Stakeholder Engagement: advise City Administration and elected officials on CIP matters and engage the public.
• Project Management & Delivery: establish standards for project development, manage budgets, and oversee priority capital projects.
• Other Duties as Assigned: oversee TIF accounting, respond to audits, and manage special projects.
