Job summary

JLL is seeking an experienced Capital Planning Senior Manager to join the Amgen account team within JLL's Project & Development Services (PDS) organization, supporting the Project Management team responsible for capital planning and execution of small capital projects.

This role leads ESR development from concept through client-approved budget and schedule, hands off to execution, and ensures GMP/FDA compliance and audit-readiness while building client relationships and delivering strategic

Qualifications

• Bachelor's degree in Architecture, Engineering, Construction Management, or related field.
• 10+ years of project and facility experience in large engineering/architectural organizations.
• 5+ years in capital planning, lifecycle asset management, or a similar role.
• Experience with multi-site, multi-building campuses and complex building systems.
• Strong financial analysis skills and client-facing experience.

Responsibilities

• Lead ESR development end-to-end: scope definition, budget estimation, schedule development, and risk analysis.
• Build Business Case Reports with ROI analysis and present to client stakeholders.
• Manage handoff of approved ESRs to execution, ensuring clear documentation.
• Support annual, 12-month, and 3-5 year capital plans; run ROI and cash flow analyses.
• Develop scope-of-work and budgets for infrastructure and lifecycle projects.
• Act as the client's trusted strategic advisor and expand project opportunities.
• Deliver executive reporting and dashboards and maintain GMP/FDA compliance.
