Job summary

QED Systems, LLC seeks a Capability Development Liaison Officer (LNO) to join our Ft. Belvoir team. The role focuses on integrating capability development with Army requirements processes, coordinating information flow, and facilitating resolution of complex problems with limited oversight.

The LNO will liaise with PM E2S2, external stakeholders, and senior client personnel; travel up to 25% is possible. The position requires a Bachelor’s degree and extensive relevant experience in operations

Qualifications

  • Detail-oriented with strong technical, verbal, and written communication skills.
  • Knowledge and understanding of operational energy and strategic planning at senior level.
  • Knowledge of Army power generation systems, processes, and capabilities under development.
  • Knowledge of Army organization and PM E2S2.
  • Knowledge of the military acquisition process.
  • Familiar with Army CDD Writer’s Guide Ver 4.1 and OSD JCIDS Manual.

Responsibilities

  • Identify and facilitate resolution of operational issues and act as a liaison between technical and functional areas.
  • Collaborate with customers to gather information, define complex work problems, and design procedures to resolve problems.
  • Maintain currency in understanding relevant technologies and subject areas.
  • Identify emerging relevant technologies that may improve processes and systems.
  • May support the Program Manager in planning and monitoring program activities.
  • Serve as client liaison and coordinate with external stakeholders.
  • Develop and deliver oral presentations and explain complex material clearly.
  • Participate in special projects as required.
  • Provide analysis of customer/user requirements and user needs.
  • Prepare responses for higher echelon tasks and document reviews for senior personnel.
