Job summary

phia LLC is seeking a Lead Finance Manager to provide financial analysis, planning, and execution support for highly technical programs. You will research, analyze, and evaluate financial and manpower data to identify trends and resource gaps.

You will develop long-range plans, multi-year funding profiles, and data-driven insights to support resource allocation and performance monitoring. This on-site role in Central Maryland requires TS eligibility and strong collaboration skills.

Qualifications

• Budget and data analysis to inform financial planning and execution.
• Experience with government manpower and budgetary databases and budget execution systems.
• Deep knowledge of PPBE process guiding financial decision-making and resource allocation.
• Proven success collaborating with stakeholders at all organizational levels.
• Excellent written and verbal communication; ability to brief leadership.

Responsibilities

• Provide financial analysis, planning, and execution support for highly technical programs.
• Develop long-range financial plans, detailed budget forecasts, and multi-year funding profiles.
• Maintain monthly financial matrices mapping manpower, procurement, and operations and maintenance lines.
• Ensure data integrity and audit readiness with accurate records and documentation.
• Prepare inputs for program objective documents and five-year projections.
• Analyze funding gaps, propose offset strategies, and assess funding impact.
• Produce monthly financial status reports and quarterly health snapshots.
• Support information requests and administrative tasks for evaluation teams.
