Job summary

phia LLC is seeking a Lead Financial Management Analyst to provide financial analysis, planning, and execution support for technical programs. The role involves researching and evaluating financial data to identify trends and resource gaps, and to support long-range planning and five-year projections.

Qualifications

• Demonstrated ability to conduct comprehensive budget and data analysis to inform financial planning and execution.
• Extensive experience with government manpower and budgetary databases and budget execution systems.
• Deep knowledge of the PPBE process to guide financial decision-making and resource allocation.
• Proven success proactively managing tasks and collaborating with stakeholders at all levels.
• Exceptional organizational and interpersonal skills; able to communicate complex financial information and briefings.

Responsibilities

• Produce execution analytics (obligations vs. plan, burn rates, anomalies) and monthly delta summaries.
• Deliver tables, charts, and infographics showing quarterly execution patterns.
• Maintain monthly financial matrices mapping manpower, procurement, R&D, and operations.
• Perform data-integrity checks and support 100% audit readiness.
• Prepare inputs for program objective documentation and five-year projections.
• Analyze funding guidance, quantify shortfalls, and propose offset strategies.
• Produce monthly financial status reports and quarterly health snapshots.
• Support RFI preparation and administrative support to evaluators.
