Job summary

phia LLC is seeking a Lead Finance Manager on-site in Central Maryland to lead financial analysis, budgeting, and PPBE support for highly technical programs. You will develop long-range plans, multi-year funding profiles, and provide data-driven insights for resource allocation and performance monitoring.

Responsibilities include analytics, trend visualization, data integrity, and audit readiness, with coordination across stakeholders and leadership.

Qualifications

Budget and data analysis to inform financial planning and execution.
Experience with government manpower and budget databases and systems.
Deep knowledge of the PPBE process to guide decision-making.
Proactive collaboration with stakeholders at all organizational levels.
Excellent written and verbal communication; able to brief leadership.

Responsibilities

Produce execution analytics (obligations vs. plan, burn rates, anomalies) and variance narratives.
Deliver trend analyses and charts showing quarterly execution patterns.
Maintain monthly matrices linking manpower, procurement, R&D, and O&M.
Ensure data integrity and audit readiness with zero major discrepancies.
Prepare inputs for program documentation and five-year projections.
Analyze funding gaps, propose offsets, and report funding constraints.
Generate monthly financial status and quarterly health snapshots.
Support RFI responses and provide admin support to evaluation teams.
