Job summary

FUSE Executive Fellow will help Rogers establish a dedicated stormwater utility, building governance, funding, and organizational capacity to transition from general-fund management to a self-sustaining utility.

This two-year fellowship runs October 26, 2026 to October 20, 2028, with Year One focused on discovery, design, and planning, and Year Two on adoption, scaling, and embedding long-term systems within City operations.

Salary is $95,000 annually, with health, dental, and vision benefits.

Qualifications

• 15+ years of progressively responsible experience in organizational transformation and change management, from practitioner to enterprise-level leadership.
• Synthesizes complex information into clear and concise recommendations and action-oriented implementation plans.
• Develops and effectively implements both strategic and operational project management plans.
• Generates innovative, data-driven, and result-oriented solutions to complex challenges.
• Respond quickly to changing ideas, responsibilities, expectations, trends, strategies, and other processes.
• Communicates effectively verbally and in writing and excels in active listening and conversing.
• Fosters collaboration across multiple constituencies to support more effective decision-making.
• Establishes and maintains strong relationships with diverse stakeholders, both inside and outside of government, particularly community-based relationships.

Responsibilities

• Assist Rogers in designing governance structures for a dedicated stormwater utility.
• Support or oversee a utility rate study and financial projections.
• Help evaluate funding mechanisms and governance/operational models for sustainability.
• Coordinate with legal counsel on ordinance development and implementation requirements.
• Design and facilitate stakeholder engagement and public communication strategies.
