FUSE is seeking an executive fellow to join the City of Rogers project to establish a dedicated stormwater utility. The role blends strategic leadership, stakeholder engagement, and cross‑agency coordination to design governance, funding, and policy structures.

The two‑year fellowship runs Fall 2026 to Fall 2028, with Year One devoted to discovery, planning, and relationship‑building, and Year Two to adoption, implementation, and building long‑term stormwater capacity for Rogers.

Qualifications

• 15+ years of progressively responsible experience in organizational transformation and change management.
• Ability to synthesize complex information into clear, actionable recommendations.
• Develops and implements strategic and operational project plans.
• Creates data‑driven, results‑oriented solutions to complex challenges.

Responsibilities

• Lead organizational transformation efforts for Rogers' stormwater utility project.
• Develop governance, funding, and policy frameworks for a dedicated utility.
• Coordinate with City departments, regional partners, and stakeholders to ensure alignment.
