Job summary

Montgomery County is seeking an Assistant District Engineer to review Post Construction Stormwater Management (PCSM) aspects of NPDES permit applications and provide technical guidance to municipalities and private entities. The role supports District Engineers and requires collaboration with state agencies.

The ideal candidate has a Civil or Environmental Engineering degree, 2+ years of stormwater experience, and familiarity with the Clean Streams Law and NPDES processes.

Qualifications

  • Bachelor's Degree in Civil or Environmental Engineering from an accredited University or College.
  • At least 2 years of relevant civil engineering and stormwater design/review experience.
  • Proficiency in hydrologic and hydraulic concepts and software.
  • Knowledge of Clean Streams Law and Chapter 102 NPDES permitting program.
  • Proficiency in reviewing PCSM plans and reports, and E&S control plans and reports.

Responsibilities

  • Review PCSM of NPDES permit applications under Title 25, Chapter 102 rules.
  • Participate in pre-application and permitting review meetings with design engineers, PA DEP, and applicants.
  • Evaluate BMPs and PCSM design and performance.
  • Read maps, plans, and narratives to inform permitting decisions.
  • Provide technical assistance to the public on stormwater management and conservation.
  • Maintain monthly activity reports and participate in training sessions.
