Job summary

The City of Titusville is seeking an experienced Stormwater Program Director to plan, direct, and evaluate operations across division assets and field crews. You will ensure regulatory compliance, lead risk-based inspections, manage budgets, and coordinate with engineering and consultants to deliver cost-effective stormwater services for the community.

Qualifications

• Ten years of progressively responsible stormwater/related experience with at least five years in a supervisory role.
• Strong knowledge of MS4, Clean Water Act stormwater program, and environmental regulations.
• Ability to lead diverse operational teams and communicate with executives, regulators, and the public.

Responsibilities

• Directs day-to-day and long-range operations of the Stormwater Division, including maintenance, inspections, and field work.
• Develops risk-based inspection and preventive-maintenance programs for drainage assets.
• Prepares and administers the division's operating and capital budgets; analyzes costs and staffing.
• Ensures MS4 permit compliance, reporting, and pollution-prevention practices.
• Oversees contracts, vendor selection, and performance monitoring for inspections, cleaning, and repairs.
