Job summary

General Description

The Stormwater Manager oversees the planning, development, implementation, and enforcement of the City of Mcdonough's stormwater management program. This position ensures compliance with local, state, and federal regulations including the National Pollutant Discharge Elimination System (NPDES) permit requirements. The Stormwater Manager provides technical and administrative leadership, coordinates capital and maintenance projects, and supervises personnel involved in stormwater operations and public education.

Requirements

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

• Develops and manages the City’s Stormwater Management Program, ensuring compliance with applicable regulations, including NPDES MS4 permit requirements.
• Oversees inspection, maintenance, and repair of stormwater infrastructure including pipes, culverts, ditches, detention ponds, and storm drains.
• Manages stormwater capital improvement projects (CIPs), including planning, budgeting, design review, procurement, and construction oversight.
• Supervises and provides direction to stormwater maintenance crews, engineers, technicians, and consultants.
• Coordinates stormwater-related investigations, including flooding issues, illicit discharges, and citizen complaints.
• Prepares and maintains detailed reports, plans, and regulatory filings; ensures timely submission of all required documentation.
• Leads public outreach and education initiatives on stormwater quality, best management practices (BMPs), and watershed protection.
• Develops and enforces stormwater-related ordinances, policies, and standards.
• Reviews development and construction plans for stormwater compliance; works with Planning and Engineering staff to ensure proper stormwater design and integration.
• Applies for and manages grants and other funding opportunities related to stormwater infrastructure and environmental protection.
• Represents the City at interagency meetings, public hearings, and professional conferences.
• Performs other related duties as assigned.

Knowledge, Skills and Abilities:

• Extensive knowledge of stormwater management practices, hydrology, environmental science, and civil engineering principles.
• Familiarity with federal, state, and local environmental laws and regulations, especially NPDES and Clean Water Act provisions.
• Strong leadership and supervisory skills with the ability to manage multidisciplinary teams and contractors.
• Proficiency in GIS, stormwater modeling software, and asset management systems.
• Ability to read and interpret engineering plans, technical specifications, and environmental reports.
• Strong organizational, project management, and budgeting skills.
• Effective written and verbal communication skills, including the ability to interact with the public, elected officials, regulatory agencies, and developers.
• Ability to analyze problems, evaluate alternatives, and implement effective solutions.
• Capacity to manage multiple projects and priorities under deadlines.

Summary

Minimum Qualifications:

Bachelor’s degree in Civil or Environmental Engineering, Environmental Science, or a related field. Minimum of five (5) years of progressively responsible experience in stormwater management, public works, or environmental compliance. At least two (2) years of supervisory or project management experience. Possession of or ability to obtain Professional Engineer (PE) license or Certified Stormwater Manager (CSM) credential preferred. Valid driver’s licence with satisfactory driving record. Proficiency with Microsoft Office Suite and GIS software.
