Job summary

Charleston County Public Works Department seeks a Stormwater Inspection Foreman to safeguard waterways and lead a team of inspectors, ensuring construction compliance and a clean, resilient stormwater system.

Qualifications

• A leader capable of supervising and developing a team of Public Works inspectors.
• Experience with stormwater regulations, inspections, construction practices, and environmental compliance.
• Knowledge of NPDES Phase II Stormwater regulations and SCDHEC Construction General Permit requirements; familiarity with Best Management Practices.
• Knowledge of civil engineering principles, site construction procedures, construction/inspection methods, survey basics, easement and public right-of-way laws, and utility replacement/coordination.
• Understanding of environmental regulations, related laws, and regulatory agencies involved in construction and infrastructure renovation.
• Basic knowledge of GIS, hydrology, and chemistry.
• Ability to perform field calculations, keep accurate records, interpret codes and regulations, and make sound engineering judgments.
• Excellent interpersonal, oral, and written communication skills; strong computer and database skills.
• Ability to work under pressure within critical time frames and manage multiple tasks simultaneously.
• A valid South Carolina driver’s license (or the ability to obtain one upon hire).

Responsibilities

• Directly supervise 1-4 stormwater inspectors and oversee high-quality, timely inspection work.
• Train team members on inspection methods, regulations, engineering concepts, and professional practices.
• Conduct compliance inspections and investigations on public and private infrastructure.
• Lead enforcement actions related to stormwater violations.
• Investigate illicit discharges, including testing and sampling of stormwater.
• Educate citizens on pollution prevention and stormwater best practices.
• Troubleshoot performance issues between construction activity and approved plans.
• Provide expert information on sediment and erosion control practices.
• Document inspections using photographs, videos, and accurate field records.
• Respond to citizen requests and provide professional communication.
• Support countywide Emergency Operations when needed.
• Assist the Stormwater Utility Manager in meeting NPDES MS4 program requirements.
