Job summary
Charleston County Public Works Department seeks a Stormwater Inspection Foreman to lead a small team of inspectors, ensure high-quality field inspections, and enforce stormwater regulations. You will train staff, investigate violations, and educate the public on best practices to protect waterways.

Qualifications
- Associate Degree in Civil/Environmental Engineering or related field and at least 6 years of relevant experience
- Strong knowledge of NPDES Phase II Stormwater regulations
- Experience with stormwater inspections and regulatory compliance
- Knowledge of civil engineering principles, site construction, and utility coordination
- Proficiency with GIS, hydrology, and chemistry fundamentals
- Excellent written and verbal communication; ability to train and mentor staff
Responsibilities
- Directly supervise 1–4 stormwater inspectors and ensure high‑quality inspections
- Train team on inspection methods, regulations, and professional practices
- Conduct compliance inspections and investigations on public and private infrastructure
- Lead enforcement actions related to stormwater violations
- Investigate illicit discharges and perform testing/sampling
- Educate citizens on pollution prevention and best practices
- Document inspections with photos/videos and field records
- Respond to citizen requests with professional communication
- Support Emergency Operations when needed
- Assist in meeting NPDES MS4 program requirements
