Job summary

RTX is seeking a Stinger Launcher Program Manager to lead multi-program efforts in Tucson, AZ. The role involves owning production programs, guiding a PM team, and ensuring delivery excellence across US, FMS and DCS customers.

You will drive financial controls, risk management, and continuous improvement initiatives while coordinating cross-functional teams and maintaining tight performance metrics. Some travel is required.

Qualifications

  • Typically requires a Bachelor’s degree and minimum of 12 years of relevant experience OR an Advanced degree and minimum 10 years of experience.
  • Experience in Program Management and Risk & Opportunity Measures.
  • Experience with production programs CORE certification or process improvement equivalent PMX Certification Level 3, or ability to obtain within 12 months.
  • Experience with financial analysis tools and project management tools and/or systems.
  • The ability to obtain and maintain a U.S. government issued security clearance is required.

Position: Stinger Launcher Program Manager

Location: 3601 E Britannia Dr, BRITANNIA M13, Tucson, AZ (US-AZ-TUCSON-M13)

Security Clearance: DoD Clearance: Secret (Active and existing security clearance required after day 1)

What You Will Do
  • Manage multiple Stinger launcher programs.
  • Accountable for Stinger launcher production programs as well as manage team of PMs.
  • Drive team accountability while promoting a culture of innovation, continuous improvement, and excellence.
  • Lead and develop a high-performing team, fostering professional growth, mentorship, and talent development.
  • Own the customer interface across multiple US, FMS and DCS customers for your programs, fostering a collaborative \"One Team\" culture with the customer and ensuring exemplary standards of service and value proposition.
  • Effectively manage financial controls (EVMS), Risk and Opportunity and RLPM to drive execution excellence, process and consistency across programs.
  • Develop and implement continuous improvement initiatives, leveraging RLPM and CORE.
  • Deliver projects on time and on schedule through leadership of cross-matrixed teams.
  • Establish, drive, and maintain key programmatic metrics, define milestones and critical path, monitor adherence to program budgets and schedules, and direct work to achieve these metrics.
  • Develop and present the program Annual Operating Plan (AOP) and financial forecasts outlook and commits to specific financial goals and obligations.
  • Accountable for program EACs, PMRs and business forecasting reviews.
  • Interface with multiple internal and geographically dispersed team members, ensuring consistent and effective communication.
  • Drive and support growth of Stinger launcher portfolio through obsolescence management and investment recommendations internally and externally.
  • Lead multiple internal and geographically dispersed team members, ensuring consistent and effective communication to drive programs and issues to resolution.
  • Ability to travel 25% of the time as needed.
Qualifications
  • Typically requires a Bachelor’s degree and minimum of 12 years of relevant experience OR an Advanced degree and minimum 10 years of experience is required.
  • Experience in Program Management and Risk & Opportunity Measures.
  • Experience with production programs CORE certification or process improvement equivalent PMX Certification Level 3, or ability to obtain within 12 months.

  • The ability to obtain and maintain a U.S. government issued security clearance is required.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
  • Establish and maintain key program metrics which will act as critical process indicators to meeting and/or exceeding program deliverables.
  • We Prefer Experience working with cross-functional teams.
  • Experience in managing development and/or obsolescence mitigation projects.
  • Proven ability to effectively lead a cross-functional and geographically dispersed team.
  • Demonstrated ability to effectively work with and establish relationships with external Customers and/or Suppliers.
  • DoD, FMA and/or DCS Program Management experience.
  • Working knowledge of EX/IM and Security requirements.
  • Experience working US Government programs.
  • Experience developing and reviewing TINA compliant cost proposals and synthesizing Proposal Review and Contract Start-up packages for management review and approval.
  • Prior experience in program recovery or program turnaround.

Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.

Onsite: Employees who are working in Onsite roles will work primarily onsite. This includes all production and maintenance employees, as they are essential to the development of our products. The salary range for this role is 157,200 USD - 298,800 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
