RTX is seeking a Stinger Launcher Program Manager in Tucson, AZ to lead multiple launcher programs and a team of Program Leads. The role focuses on execution, cost/schedule control, and customer engagement across US government programs.

You will drive continuous improvement, manage program metrics, and coordinate with cross-functional teams while maintaining a DoD Secret clearance and ensuring on-time delivery.

Qualifications

  • Bachelor’s degree or higher required with extensive program management experience.
  • Experience with production programs and risk & opportunity measures.
  • CORE certification or equivalent process improvement experience.
  • PMX Certification Level 3 or ability to obtain within 12 months.
  • Experience with financial analysis tools and project management systems.

Responsibilities

  • Manage multiple Stinger launcher programs and lead PM teams.
  • Drive accountability, innovation, and continuous improvement across programs.
  • Own customer interfaces across US and international customers, ensuring high-value service.
  • Oversee financial controls (EVMS), risk management, RLPM, and project performance metrics.
  • Develop and present the Annual Operating Plan and financial forecasts.

Stinger Portfolio is seeking a dynamic leader to serve as the Stinger Launcher Program Manager. This role offers an opportunity to support the initiatives in change management, transformation, and focus on execution into a high-performing, results-driven program, while fostering innovation in programmatic execution. This role is responsible for the successful program and flawless execution of over $70M annually. Additionally, this role owns the customer relationship and drives cost, schedule, and performance for the Launcher product line and programs within the Stinger portfolio. The Stinger Launcher Program manager will lead and develop a team of Program Leads responsible for the execution management of the Stinger Launcher Production. This role reports to the Stinger Director.

What You Will Do
  • Manage multiple Stinger launcher programs.
  • Accountable for Stinger launcher production programs as well as manage team of PMs
  • Drive team accountability while promoting a culture of innovation, continuous improvement, and excellence
  • Lead and develop a high-performing team, fostering professional growth, mentorship, and talent development.
  • Own the customer interface across multiple US, FMS and DCS customers for your programs, fostering a collaborative "One Team" culture with the customer and ensuring exemplary standards of service and value proposition.
  • Effectively manage financial controls (EVMS), Risk and Opportunity and RLPM to drive execution excellence, process and consistency across programs
  • Develop and implement continuous improvement initiatives, leveraging RLPM and CORE
  • Deliver projects on time and on schedule through leadership of cross-matrixed teams
  • Establish, drive, and maintain key programmatic metrics, define milestones and critical path, monitor adherence to program budgets and schedules, and direct work to achieve these metrics
  • Develop and present the program Annual Operating Plan (AOP) and financial forecasts outlook and commits to specific financial goals and obligations
  • Accountable for program EACs, PMRs and business forecasting reviews.
  • Interface with multiple internal and geographically dispersed team members, ensuring consistent and effective communication.
  • Drive and support growth of Stinger launcher portfolio through obsolescence management and investment recommendations internally and externally
  • Lead multiple internal and geographically dispersed team members, ensuring consistent and effective communication to drive programs and issues to resolution.
  • Ability to travel 25% of the time as needed
Qualifications You Must Have
  • Typically requires a Bachelor’s degree and minimum of 12 years of relevant experience OR an Advanced degree and minimum 10 years of experience is required
  • Experience in Program Management and Risk & Opportunity Measures
  • Experience with production programs
  • CORE certification or process improvement equivalent
  • PMX Certification Level 3, or ability to obtain within 12 months
  • Experience with financial analysis tools and project management tools and/or systems
  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
  • Establish and maintain key program metrics which will act as critical process indicators to meeting and/or exceeding program deliverables
Qualifications We Prefer
  • Experience working with cross-functional teams
  • Experience in managing development and/or obsolescence mitigation projects
  • Proven ability to effectively lead a cross-functional and geographically dispersed team
  • Demonstrated ability to effectively work with and establish relationships with external Customers and/or Suppliers
  • DoD, FMA and/or DCS Program Management experience
  • Working knowledge of EX/IM and Security requirements
  • Experience working US Government programs
  • Experience developing and reviewing TINA compliant cost proposals and synthesizing Proposal Review and Contract Start-up packages for management review and approval
  • Prior experience in program recovery or program turnaround

The salary range for this role is 157,200 USD - 298,800 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
