The primary purpose of this position is to serve as the RGOS Scientific and Technical Information (STINFO) Program Management Analyst. You will be responsible for managing and controlling the acquisition flow, use, production, and distribution of scientific and technical information generated or utilized by RG organizations and/or government contractor activities.
Key Responsibilities
- Establish and implement local STINFO policy and procedures, ensuring compliance with higher headquarters' policies.
- Advise the director on STINFO program issues and act as a liaison with higher headquarters' program management officials.
- Oversee the collection, processing, dissemination, and application of scientific and technological information.
- Develop new information handling procedures and improve current processes.
- Maintain an inventory of scientific and technical information for higher headquarters.
- Contribute to the drafting of DoD, USAF, command, or directorate regulations, supplements, standards, and directives.
- Track and manage the processing of RG scientific and technical data and documents from draft to distribution.
- Evaluate and audit STINFO management practices to identify and resolve issues.
- Direct the technical publications program to ensure effective dissemination of information and data.
- Manage STINFO databases and ensure timely transmission of information to the Defense Technical Information Center (DTIC).
- Produce accurate and factual reports based on STINFO data.
- Develop and enhance systems to handle technical information and support customers.
- Ensure all directorate STINFO is properly marked and submitted to the appropriate government data repository.
- Maintain current statistics for DoD and AF as requested.
- Develop and manage the STINFO quality control program.
- Act as the RG technical expert for all facets of the STINFO program.
- Research and compile statistics and data to identify program discrepancies and trends.
- Develop alternative solutions to resolve issues and advise higher management.
- Write and develop local RG STINFO policy.
- Provide training for management, staff, and all STINFO creators.
- Promote the STINFO program through an electronic STINFO Bulletin Board.
- Assist STINFO database users in performing data searches and preparing reports.
Qualifications
- Bachelor's degree in a relevant field.
- Experience in managing scientific and technical information.
- Strong understanding of STINFO policies and procedures.
- Ability to develop and implement information handling procedures.
- Proficiency in managing databases and producing accurate reports.
- Excellent communication and training skills.
- Ability to evaluate and audit management practices.
- Strong problem-solving skills and ability to develop alternative solutions.
- Experience in drafting regulations, supplements, standards, and directives.
