Job summary

LAUKOA is seeking a Stationary Engineer to operate, inspect, and maintain steam, chilled water, HVAC, and related utilities at the Capitol Power Plant in Washington, DC. This full-time, day-shift position runs Monday–Friday, 6:00 a.m. to 2:30 p.m.

and requires 24/7 on-call availability for emergencies. Ideal candidates hold a DC Class 3 (or MD First Grade) Stationary Engineer license and NASOE certification, plus HVAC and BAS/DDC experience.

Qualifications

  • Requires 3+ years as a licensed Stationary Engineer in a building of similar complexity.
  • Must hold a DC Class 3 Steam Engineer license or MD First Grade Engineer.
  • NASOE certification is required and current.
  • Vocational HVAC maintenance training and related coursework completed.

Responsibilities

  • Operate and inspect steam, chilled water, HVAC, and related systems.
  • Read gauges/meters; adjust controls for safe operation.
  • Record operating conditions and maintain equipment.
  • Use BAS, DDC, and electronic controls for monitoring.
  • Coordinate with maintenance staff; document with reports.

Stationary Engineer – Utility Distribution Operations and Maintenance

Location: Washington, DC | Capitol Power Plant

Position Summary

LAUKOA is seeking a Stationary Engineer to operate, inspect, and maintain steam, chilled water, HVAC, and related utility systems at the Capitol Power Plant. This is a full-time assignment during the Monday–Friday day shift, 6:00 a.m. to 2:30 p.m. The position is designated essential and requires 24/7 on-call availability for critical repairs and emergency work.

Essential Duties and Responsibilities

Operate and inspect heating, air-conditioning, refrigeration, steam, high-temperature water, and related systems.

Read gauges, meters, and charts; adjust controls for safe and efficient operation.

Record operating conditions and maintain machinery and equipment in good working order.

Operate and maintain electronic controls, building automation systems (BAS), and direct digital controls (DDC).

Identify system failures, establish routine testing procedures, and support corrective maintenance.

Read mechanical drawings and coordinate related work by other maintenance personnel.

Enter operating and maintenance reports, including photographs, into TMA.

Maintain familiarity with the Emergency Operating Plan and support assigned emergency response activities.

Minimum Qualifications

Current, valid Stationary Engineer license at least equivalent to a Class 3 Steam Engineer (DC) or First Grade Engineer (MD).

At least three (3) years of experience within the past five (5) years as a licensed Stationary Engineer with a license at least equivalent to DC Class 3 or MD First Grade, in a single building of comparable complexity.

Current National Association of Stationary Operating Engineers (NASOE) certification, as identified in the solicitation.

Completed vocational and technical training in HVAC mechanic maintenance and service work.

Demonstrated experience with BAS and DDC.

Required licenses and certifications must be valid and current upon contract award.

Obtain and maintain tunnel-entry certificates in asbestos awareness, permit-required confined space, and heat stress prevention; maintain annual refreshers for asbestos awareness and heat stress prevention.

Required Knowledge, Skills, and Abilities

Working knowledge of steam and chilled water distribution systems and mechanical drawings.

Ability to identify common causes of system failures and establish routine testing procedures.

Ability to meet project deadlines and coordinate maintenance activities.

Basic proficiency in Microsoft Word, Excel, Access, PowerPoint, Project, Outlook, Teams, SharePoint, and the CMMS tools needed for assigned duties.

Effective listening, business writing, and verbal communication; ability to adapt to shifting priorities and coordinate with stakeholders.

Security Requirements

Must receive favorable United States Capitol Police screening and complete required fingerprinting, photography, and badging before unescorted site work.

Must satisfy employment-authorization verification through E-Verify and comply with site access and identification requirements.

Physical Requirements

Ability to perform the essential duties and access assigned work areas, with or without reasonable accommodation.

Ability to conduct assigned inspections or maintenance in utility tunnels and mechanical areas, including hot, damp, low-light conditions and permit-required confined spaces.

Ability to follow required entry procedures and use appropriate personal protective equipment.

Wage Rate

Between $49.40 - $77.00 per hour (included is $5.42 for Health & Welfare)
