Qualifications

• Bachelor’s degree (or higher) in a related field plus eight years of public engagement or transportation planning experience.
• Experience ensuring compliance with CEQ and FHWA regulations in NEPA processes.
• Ability to analyze demographic data for Title VI and Environmental Justice outreach targets.

Responsibilities

• Develop statewide public involvement governance and a unified PIP aligned with federal requirements.
• Embed public involvement strategies into early corridor studies and long-range plans.
• Lead training for staff on engagement best practices and legal risk mitigation.
• Modernize toolkits for digital and in-person engagement and manage vendor performance.
