Job summary

The Virginia Department of Environmental Quality is seeking a Program Manager for the PREP program to oversee statewide pollution response governance and on-scene coordination. This role drives the doctrine, plans, and partnerships that enable rapid and decisive environmental response statewide, including acting as the lead SOSC for complex incidents.

Qualifications

• Knowledge of federal and Virginia environmental statutes, including CERCLA, CWA, and OPA 90.
• Experience in program governance and coordinating across regional offices.
• Ability to obtain SOSC qualification and lead incident coordination.

Responsibilities

• Establishes program-wide standards and procedures for PREP staffing across six regions.
• Serves as SOSC for complex oil and hazmat incidents.
• Coordinates federal and state partner engagements and planning.
• Leads emergency management planning and budget oversight.
