Job summary

The Virginia Department of Environmental Quality (DEQ) is seeking a Program Manager for the Office of Pollution Response & Emergency Preparedness (PREP) to lead statewide policy, doctrine, and incident coordination. The role oversees six regional offices, ensures ESF obligations, and may serve as State On-Scene Coordinator for complex incidents.

Hybrid work is offered; the selected candidate will manage the program, collaborate with federal partners, and drive governance, planning, and budget

Qualifications

  • Knowledge of federal and state environmental statutes and policies relevant to pollution response.
  • Understanding of ICS, NIMS and emergency management concepts.
  • Ability to manage programs, budgets, and cross-agency coordination.
  • Proven skill in building relationships across program boundaries and with partners.
  • Strong written and verbal communication under incident pressure.

Responsibilities

  • Provide statewide program governance and on-scene coordination for PREP.
  • Serve as lead SOSC for complex oil and hazmat incidents and coordinate with partners.
  • Coordinate federal and state partnerships, planning and policy decisions.
  • Foster cross-program capacity within DEQ and ensure ESF alignment.
  • Lead emergency management activities and ESF 10 duties during activations.
  • Develop objectives, plans, and budgets; monitor grants and procurement.
  • Operate in 24/7 on-call rotation and deploy statewide as needed.
