Job summary

Qualifications

• Bachelor's degree in Labor Relations, Industrial Relations, HRM or related field, or HR certification (NPELRA, SHRM, IPMA).
• At least one year of professional experience in labor relations, employee relations, or HR management.
• Six months of experience interpreting labor relations or employment laws, rules, regulations, and policies.
• Knowledge of strategic planning related to objectives and strategies.
• Knowledge of developing labor relations policies and procedures.
• Juris Doctor degree preferred.

Job description

This is a full performance-level labor relations and employment practices specialist role for the State of Delaware. The position involves strategic leadership in interpreting and applying labor relations law, negotiating collective bargaining agreements on behalf of the state across all branches of government, and representing the state in administrative proceedings before labor boards and other agencies. The specialist serves as chief spokesperson in labor contract negotiations, conducts research on comparative settlements, drafts contract language, and adjudicates merit rule grievances.

Key qualifications:

• Bachelor's degree in Labor Relations, Industrial Relations, Human Resource Management, or related field, or relevant HR certification (NPELRA, SHRM, IPMA)
• At least one year of professional experience in labor relations, employee relations, or human resource management
• Six months of experience interpreting labor relations or employment practices laws, rules, regulations, and policies
• Knowledge of strategic planning related to developing objectives and strategies
• Knowledge of developing labor relations policies and procedures
• Juris Doctor degree preferred
