Job summary

Washington State Department of Transportation (WSDOT) seeks a Transportation Engineer 4 in Tumwater, WA to serve as a statewide technical resource for complex construction administration, documentation, compliance, and apprenticeship utilization. You will support audits, forms, and legacy systems while promoting consistent practices.

The role requires advanced knowledge of contract administration, strong analytical skills, and experience guiding statewide policy and training.

Qualifications

Advanced knowledge of construction contract administration practices and applicable federal and state requirements to transportation construction projects.
Experience analyzing complex construction contracts, documentation, compliance, and payment issues; interpreting requirements; and developing sound recommendations.
Experience developing, delivering, and implementing technical policies, procedures, standards, and guidance related to contract administration for statewide deployment.
Experience serving as a technical consultant while using guidance, training, and clear communication to engineering, project, regional, and external stakeholders.
Experience managing complex assignments, prioritizing competing work, exercising sound judgment, and achieving results with general direction.
Experience evaluating project records and practices for compliance, identifying trends or deficiencies, and recommending corrective action or process improvements.
Demonstrated proficiency in establishing and maintaining effective working relationships and contributing to an inclusive, respectful, and collaborative work environment.
Growth mindset and service-oriented attitude; willingness to learn and support others.
Experience with statewide construction office processes and collaboration with multiple partners.

Responsibilities

Coordinate biannual updates of the WSDOT Construction Manual and ensure federal and state requirements are applied to contract administration.
Consult with ASCEs, subject matter experts, and partners to evaluate proposed changes for technical accuracy and consistency.
Analyze construction administration issues and lessons learned to identify needed changes to statewide guidance and practices.
Organize, develop, and review technical content for publication and communicate changes to Region and Project Office staff.
Provide statewide technical consultation on complex construction contract administration and develop sound recommendations or resolutions.
Provide guidance on prevailing wage, apprentice utilization, change orders, and applicable requirements.
Promote consistent statewide application of construction administration policies and documentation requirements.
Monitor statewide contractor compliance with apprentice utilization requirements and communicate findings to stakeholders.
Serve as technical resource for State Construction Office forms and related documentation.
