Job summary

Qualifications

• Progressively responsible experience in workforce development, apprenticeship, education/training administration, public policy, or a closely related field.
• Experience supporting a board, council, or public body, including preparation of agendas, minutes, and reports.
• Interpreting and applying federal and/or state program regulations; leading projects; supervisory or team-lead experience.
• Strong leadership, organizational, interpersonal, and written/oral communication skills, including public presentation and stakeholder facilitation.

Responsibilities

• Provide policy leadership for the Commonwealth's Registered Apprenticeship system and related work-based and training-provider functions.
• Set and interpret apprenticeship policy consistent with 29 CFR Part 29, WIOA, and the Code of Virginia; support the Virginia Apprenticeship Council; supervise staff.
• Lead high-priority special projects including Workforce Pell implementation and connect apprenticeship, training-provider eligibility, and short-term credential funding into a talent pipeline.
