Job summary

The University of Maryland Medical System seeks a Vice President for External Affairs to lead the state legislative and advocacy agenda. This role builds strategic relationships with policymakers and external stakeholders, coordinating with the Chief External Affairs Officer to respond to legislation and regulatory changes.

You will guide communications, draft testimony, and identify opportunities for public funding, elevating UMMS’s profile for clinical excellence.

Qualifications

• Bachelor’s degree in relevant field; Master’s or professional degree preferred.
• Minimum of 10 years of experience in government, external and/or public policy affairs.
• Excellent writing and communication skills, including drafting and delivering public testimony.
• Existing relationships with state government leaders and staff; ability to influence at high levels.
• Ability to develop and maintain relationships across all levels of government.

Responsibilities

• Serve as lead UMMS lobbyist on state public policy and budget matters.
• Collaborate with local government liaisons and VP of Federal Affairs on public policy efforts.
• Develop relationships with state government leaders and staff.
• Monitor and lead responses to legislation, budgets, regulatory changes, and policy actions affecting the system.
• Draft testimony and written comments for agency proposals.
