Job summary

Guidehouse seeks a Senior Consultant to join our State and Local Government practice, focusing on workforce development modernization. You will lead engagements on labor exchange systems, workforce case management, and service delivery improvement for state agencies.

Responsibilities include owning workstreams, mentoring junior staff, and driving strategy with state leadership to modernize systems and improve job seeker outcomes. A strong consulting background in public sector is required.

Qualifications

• No sponsorship is available for this position.
• Bachelor's degree from an accredited college or university.
• Minimum of THREE (3+) years experience in consulting, public sector operations, or workforce program delivery.
• Deep understanding of WIOA Title I and Wagner-Peyser program administration, performance accountability, and reporting requirements.
• Direct experience with state workforce agencies or labor exchange modernization programs.
• Strong understanding of federal workforce legislation and state program administration.
• Proven ability to manage client relationships and lead project teams in a fast-paced environment.
• Familiarity with American Job Center operations, one-stop delivery systems, and partner co-enrollment strategies.
• Knowledge of labor market information (LMI) tools and how state agencies use workforce data for planning and policy decisions.
• Understanding of employer engagement strategies, job seeker services, and case management workflows.
• Experience supporting or advising on workforce system governance, state plan development, or federal compliance.

Responsibilities

• Lead end-to-end delivery of workforce development modernization engagements for state labor and workforce agencies.
• Serve as a subject matter expert on labor exchange systems, workforce case management, and American Job Center operations.
• Develop and present strategic recommendations, modernization roadmaps, and business cases to state agency leadership.
• Manage project teams, timelines, budgets, and quality of deliverables.
• Support business development including proposals, client pursuits, and go-to-market strategy for the workforce practice.
• Build and maintain relationships with state agency clients and industry partners.
• Contribute to internal knowledge-sharing, methodology development, and practice growth efforts.
