Job summary

Cloud and Things seeks a Business Analyst Level II to support the NYS Integrated Eligibility System (IES) program in Albany, NY. The role focuses on analyzing legacy mainframe systems and documenting future-state requirements to modernize health and human services applications, coordinating with state/local stakeholders to align technical solutions with program needs.

The position is exempt and salary is commensurate with experience, offering a hybrid work arrangement in Albany and a 28-month

Qualifications

• 4+ years of experience as a Business Analyst (Level II).
• 4+ years of experience with SNAP, HEAP, and PA eligibility, enrollment, and fiscal processing, plus case management for Foster Care, Adoption, and Adult Protective Services.
• 4+ years of experience supporting mainframe modernization and system transformations with state/local impact on health and human services workers and clients.
• 4+ years of experience documenting business and system rules for future-state systems focused on SNAP/HEAP/PA and fiscal processing.

Responsibilities

• Identify and document future-state system requirements and designs using IES-prescribed BA methodologies and tools.
• Analyze legacy mainframe systems and document existing functionality, business rules, and dependencies.
• Facilitate requirements discussions with state agencies, local district SMEs, end users, and executive stakeholders.
• Develop BA deliverables to ensure system planning, design, and delivery align with business needs.
• Coordinate with project teams to meet timelines and priorities.
• Participate in troubleshooting technical issues affecting program delivery.
• Perform other duties as assigned.
