Job summary

The State of Colorado seeks an Executive Director to lead the Department of Personnel & Administration, reporting to the Governor and serving on the Governor’s Cabinet. The role oversees human resources, labor relations, and agency operations while guiding strategic policy and budget decisions across state government.

Qualified applicants will hold a bachelor’s or higher degree in a related field, with strong leadership, communication, and collaboration skills.

Qualifications

• Bachelor’s or advanced degree from an accredited institution in management, business administration, public administration, law, political science, or another closely related field.
• Education or experience in public or private human resources management, personnel administration, or labor and employee relations.
• Demonstrated commitment to merit-based employment and equitable personnel practices.

Responsibilities

• Oversee and manage DPA operations and programs within approved budgets and policy guidelines.
• Build relationships with external stakeholders, including legislators and state agencies.
• Lead the department’s equity initiatives and manage statewide HR functions and labor relations.
